Processes, responsibilities & implementation
Program Improvement
Remove bottlenecks, clarify responsibilities, and turn agreed changes into consistent practice.
North Align provides program improvement consulting and process improvement support for government agencies and prime contractors delivering government projects. We help teams understand where work gets stuck, define better ways of working, and put practical changes into use.
Problems we help solve
Clearer processes. Defined responsibilities.
An engagement can focus on one recurring problem or connect several improvements across a program.
Bottlenecks & repeated work
Map how work moves from request to completion. Identify delays, repeated reviews, missing information, and handoffs that create avoidable work.
Possible outputsCurrent and proposed process maps, bottleneck findings, and prioritized recommendations.
Unclear responsibilities
Clarify who performs each step, who makes decisions, and when issues need escalation. Agree on responsibilities where teams or divisions share a process.
Possible outputsResponsibility matrix, decision roles, and handoff or escalation procedures.
Inconsistent procedures
Turn scattered instructions and unwritten practices into clear operating procedures. Define routine steps, exceptions, and the information staff need to complete their work.
Possible outputsStandard operating procedures, checklists, and staff guidance.
From recommendations to action
A plan your team can put into practice
Recommendations become more useful when people know what changes, who owns it, and how progress will be reviewed.
- Implementation roadmap
- Agreed actions, accountable owners, milestones, dependencies, and decisions needed before rollout.
- Staff readiness
- Plain-language guidance, staff walkthroughs, and transition materials prepared for the agreed accessibility needs.
- Improvement measures
- A starting baseline and practical measures, such as turnaround time, backlog, or repeat work, with an owner and review schedule.
AI workflow design & handoffs
Define how AI fits into the work
North Align helps teams design a defined document or information workflow around the work staff need to complete. We identify where AI could help, how outputs will be checked, and who is responsible at each step.
- Current and proposed workflow
- Map inputs, source information, steps, handoffs, and completion criteria. Show where AI is proposed and where staff judgment or approval is required.
- Responsibilities and review points
- Define who prepares inputs, checks AI drafts, approves their use or release, and owns the workflow. Record what reviewers must verify before work moves forward.
- Exceptions and manual routes
- Set out what staff should do when information is missing, an output fails review, or a tool is unavailable. Define when to pause, escalate, or complete the task manually.
- Procedures and evaluation measures
- Prepare an operating procedure and implementation checklist. Define baseline measures for total staff effort, quality, and rework, including time spent preparing, reviewing, and correcting outputs.
We agree on the task, participating team, available tools, access needs, and approval requirements before work begins.
Workflow design can stand alone or form part of an AI Workflow Pilot & Verification engagement. AI Playbooks & Reviewer Training helps staff apply agreed procedures and practice checking outputs.
Leadership experience
Experience building and leading services
Founder Adam Taha is a former division director in Minnesota state government. He helped establish and led a centralized service office, coordinating strategy, staffing, performance measurement, and work across agencies.
His consulting and leadership experience includes operating models, implementation planning, and organizational change. That experience informs a practical focus on clear responsibilities, workable procedures, and follow-through.
Working together
Understand, agree, implement
Scope, timeline, and deliverables are agreed before work begins.
-
Understand the work
Review existing procedures and available data. Speak with staff and stakeholders to map the current process and understand constraints.
-
Agree on changes
Compare options, clarify responsibilities, and develop procedures and an implementation plan with the people who will use them.
-
Support implementation
Test agreed changes, support staff walkthroughs, and track issues during rollout. Review progress and adjust the process based on what teams learn.
Questions about getting started
Can we start with one process?
Yes. A focused assignment can address one approval path, intake process, recurring delay, or procedure before expanding to broader program changes.
Does process improvement require new software?
No. Clearer roles, fewer unnecessary steps, and consistent procedures may address the problem. Where a tool could help, we define its role and requirements with your team before proposing a change.

Where is work getting stuck?
Tell us which process needs attention, who is involved, and what you want to improve. We can help define a focused assignment.
